Indian & Chinese Scholars Appointed as Senior Fellows at the South Asia Foresight Network (SAFN)

Dr. Zhou Zhanggui- Senior Researcher/Distinguished Professor, Zhejiang University, China

Washington, DC (October 1st, 2024) – The South Asia Foresight Network (SAFN), an initiative under the Millennium Project, is pleased to announce the appointment of two distinguished scholars from India and China as Senior Fellows. Their expertise will significantly contribute to SAFN’s growing body of research and strengthen its position as a leading network for scholarly and strategic foresight in South Asia and beyond.

Dr. Zhou Zhanggui, hailing from Hangzhou, Zhejiang Province, is a Senior Researcher and Distinguished Professor at Zhejiang University. He also serves as the Secretary General of the International Collaboration Mechanism for Overseas Safety and Security (OSS) and is the Chief Researcher at the Center for Non-Traditional Security and Peaceful Development Studies at Zhejiang University. Dr. Zhou’s extensive credentials include his roles as a Distinguished Professor at Tarim University, Advisor/Observer to the International Code of Conduct Association for Private Security Service Providers (ICoCA) in Geneva, and key positions within China’s security sector. His academic and professional focus on non-traditional security has made him a leading figure in security risk management and research in China. Dr. Zhou earned his PhD in Non-Traditional Security Studies from Zhejiang University.

Dr. Anuradha Oinam, an Assistant Professor at Imphal College, Imphal, India, brings a wealth of expertise in diplomacy, disarmament, and regional connectivity. With an MPhil and PhD from the Centre for International Politics, Organization and Disarmament (CIPOD) at Jawaharlal Nehru University, New Delhi, Dr. Oinam has previously worked with prominent think tanks such as the Centre for Land Warfare Studies (CLAWS) and the Foundation for National Security Research (FNSR). Her research has focused on India’s Act East Policy, particularly on connectivity in Northeast India, Myanmar, and Bangladesh. She has presented her work at numerous national and international conferences and is the co-editor of books on counterterrorism and youth perspectives on national security. Dr. Oinam has also contributed extensively to publications including Contemporary South AsiaStrategic Studies Quarterly, and The Diplomat.

SAFN, one of the fastest-growing research networks under the Millennium Project in Washington DC, is proud to welcome both scholars.
